Yasin Bhatkal’s arrest sparks off another round of fight between BJP, JD(U)

The arrest of Yasin Bhatkal has sparked off another round of wordy duel between the two former allies––BJP and Janata Dal (United).

While the former deputy chief minister Sushil Kumar Modi on Friday accused the Nitish Kumar government of being soft towards terrorists as well as Maoists active in the state the Janata Dal (United) spokesman, Rajeev Ranjan, went to the extent of calling him as a mad man who should be dumped into the lunatic asylum of Agra to get treated.

Rajiv Ranjan said no sensible leader would utter such absurd thing as Modi is doing these days.

What prompted such a massive reaction from the former friend JD(U) is Modi’s statement that the Janata Dal (United) leaders had earlier called Ishrat Jahan as the beti (daughter) of Bihar, and may now end up calling Yasin Bhatkal as the damad (son-in-law) of Bihar. Yasin is married to a woman who is originally from Bihar.

Modi alleged that notwithstanding ‘Bihar connection’ coming to light in several terror attacks in the country Yasin and Assadullah (who was also arrested) were not interrogated by the Bihar Police.

According to him the state government has failed to bust networks of terror and Maoist outfits in Bihar and book those people harbouring such elements despite the Bihar connection coming to light in terror attacks.

The former deputy chief minister took the Bihar Police to task for being sheepish and added that under political pressure it refused to take credit for the arrest.

The Bihar Police has been known to seek publicity for even minor achievements. How could it refrain from taking credit for arrest of Bhatkal and his associate as it has been a major achievement for the country, he asked.

Modi did not stop there. He went on to claim that the Nitish government had put pressure on the central security agencies to show the arrest from the India-Nepal border in Maharajganj district of Uttar Pradesh and not Raxaul in East Champaran. However, the Uttar Pradesh government refused to do so. He also said that the Bihar Police was reluctant to seek police remand of the terrorists and did so only after the NIA team arrived in Raxaul.

However, ADG, Special Branch, Rajesh Chandra said, that as there was no case against Bhatkal or his accomplice on Bihar soil and as the NIA already had a look-out notice for him based on a non-bailable warrant issued on July 18, the Bihar Police could not hold him.

In fact earlier arrests from Bihar, according to Bihar Police sources, were also made by state forces from Mumbai, Hyderabad, Karnataka and Chennai in close cooperation with the NIA and the Bihar forces had no part in them. The truth, he said, the Bihar Police got information about those arrest much later.

Regarding the Bodh Gaya explosions, one of the officials said, in view of the international ramifications of the blasts, the case has been transferred to the NIA. Also, interrogators could not find any link between IM and Bodh Gaya blasts after questioning Bhatkal at Motihari.

However, sources both within Bihar Police and Janata Dal (United) were surprised over the way BJP leaders are accusing the state government. After all when they were in power and so many terrorists arrested from Darbhanga, Samastipur, Madhubani etc the Bihar government never took any credit. Where was Sushil Modi then? asked one of them. Besides, it would be better to sermonize the BJP government in Chhattisgarh on how to fight Maoists, he added.

Anna Hazare, VK Singh plan to resume nation-wide tour from Bihar

Former Army chief VK Singh has said he and Gandhian Anna Hazare are planning to resume their nation-wide tour from Bihar to create awareness among people for systematic changes in the country, besides recruiting volunteers to spread their message.

On a tour to the US to accompany Anna Hazare during a portion of his US trip, Gen (rtd) Singh said while they have nothing to do with the coming Lok Sabha polls, their aim is to create awareness among voters so that they elect good people and bring about a positive change. 

"Our team has nothing to do with it. Our aim is very simple. Voters must choose good people so that we can bring about a positive change," he said.

"All political parties are not composed of bad people only. There are lot of good people. I am quite sure if people say that our representatives are not the representatives of the political parties the system will change. There is a difference," Singh told a news agency in an interview.

Responding to a question on news reports about him contesting the next general election on a BJP ticket, Singh refuted such media reports.

"I haven't even thought of it so far. I am still working on this awareness mission," he said.

Singh said at the moment the whole campaign aims at bringing about awareness among the people.

"We feel that if the voter is aware, he would vote for good people and not vote the way he has voted so far. So our campaign in India is also focused on that," he said.

"We started our journey from Jaliawala Bagh, and we have been carrying on. We have done Punjab, Haryana, MP, portions of Rajasthan, and we have done Uttar Pradesh. The next state that we will go to is Bihar. Then we will see whether we go East or South, so our aim is to go to the most (part) of the country and talk to people," he said.

Singh said they have 50,000 voluteers currently, and seek more people who can reach out to each and everyone in the remote villages of India.

Deepak Kumar, another member in Nitish’s kitchen cabinet

Instead of ministers, Bihar Chief Minister Nitish Kumar is increasingly relying on bureaucrats and ex-bureaucrats. The appointment of Deepak Kumar as the Officer on Special Duty in Chief Minister secretariat is another such example.

Earlier, Nitish sent a couple of former IAS officers to Rajya Sabha. Retired Union Revenue Secretary N K Singh was elected for the Upper House on Janata Dal (United) ticket to be followed by R C P Singh, who was still in service.


Then he made agriculture expert Mangla Rai as the Agriculture Advisor to be followed by the appointment of Pawan Kumar Verma as the Cultural Advisor. He was also a serving diplomat––ambassador in Bhutan––who resigned to join the Nitish camp. Mangla had served Nitish when he was Union Minister of State for Agriculture in the V P Singh cabinet in 1990. Then the retired Union Home Secretary, Raj Kumar Singh, was made the Infrastructure Secretary. Now he had made Deepak Kumar, who went on central deputation only in January last, as OSD.

Before leaving Bihar Deepak, a 1984-batch IAS officer, was holding the post of Principal Secretary of the General Administration Department and also looking after the Right to Public Service Act (RTPS), which functions under Bihar Administrative Reforms Mission Society.

Deepak served as Secretary of the Health Department from 2005 to 2008. He was shifted to the Urban and Housing Department where he served till October 2009. He was assigned as Secretary of the Tourism Department till January 27 last before going on central deputation.

Before that Nitish brought P K Rai and made him as chairman of the then Bihar State Electricity Board (BSEB). Rai, who had served Railway Minister Nitish is now Advisor Energy. But the chief minister had not yet expanded his cabinet though he sacked 11 BJP ministers on June 16 last. He holds all the important portfolios with him. With parliament election around the corner and Assembly election two years from now Nitish is increasingly trusting the bureaucrats and technocrats rather than politicians.

Reports suggest that another top ranking IAS officer from central deputation is likely to be brought in the near future. “The officer has been tipped for an important assignment. He is set to return to his parent cadre shortly, though his tenure has not completed.

Bihar govt hikes salary of 2.5 lakh contractual teachers by Rs 3000 per month

There was good news for nearly 2.5 lakh contractual teachers in Bihar with the state cabinet on Tuesday approving a salary hike of Rs 3,000 per month from September for them.
"The state cabinet hiked salaries of contract teachers by Rs 3,000 per month," Cabinet Secretary Brajesh Mehrotra told media persons in Patna. He said nearly 2.5 lakh teachers of primary school, middle school and high school would benefit from the hike.
Bihar Chief Minister Nitish Kumar had in his Independence Day (Aug 15) speech announced to hike salaries of contract teachers.
The teachers on contract with the Bihar government has been demanding the "right to equal pay for equal work", since last year. They had organised a protest against Nitish Kumar last year after he had ruled out considering their demand.

News: पटना में मिसेज ग्लोबल बिहार का आयोजन

एक तरफ बिहार के लिये विशेष राज्य की मांग के साथ बिहार को पिछड़ा और कमजोर राज्य साबित करने की कोशिश तो दूसरी ओर मिसेज ग्लोबल बिहार जैसे कार्यक्रमों के माध्यम से बिहार की महिलाओं के कुछ कर गुजरने का जुनून और जज्बा काबिले तारीफ है। ज्ञातव्य हो कि मिसेज ग्लोबल बिहार 2013, के लिये पटना, पूर्णिया, भागलपुर औऱ मुजफ्फरपुर में ऑडिशन लिया गया।

इस पूरी प्रक्रिया में सिंगिंग, डांसिंग, कैटवॉक, डिबेट और उनके सामान्य औऱ सामाजिक ज्ञान से संबंधित सवालों का सहारा लिया गया। बिहार के युवा और चर्चित फैशन डिजाइनर नीतीश चंद्रा की पहल और सहयोगात्मक रवैये नेउपस्थित महलाओं को आत्मविश्वास से लबरेज कर दिया। इस पूरे ऑडिशन का सबसे सुखद पहलू उपस्थित महिलाओं के साथ उनके पतियों का सहयोग रहा। इस तरह के आयोजन के लिये अपनी पत्नियों के साथ आना और उन्हें पूरा सहयोग देना निश्चित रूप से बदलते बिहार की बदलती तस्वीर को बयां कर रही थी। खुशनुमा माहौल और परिवार का साथ आयोजन में चार चांद लगा रहा था।

पूरी प्रक्रिया के बाद 35 महिलाओं का चयन फाइनल के लिये किया गया, जिनमें अलग अलग जिलों की महिलाओं का नेतृत्व काबिले तारीफ था। चयनित महिलाओं को अलग अलग विधा के लिये ट्रेंड किया जायेगा। इनकीप्रतिभा को और निखारने के लिये फैशन और डिजाइनिंग की दुनिया की कुछ चर्चित हस्तियों को आमंत्रित किया गया है, जिनमें रीता गंगवानी और ज्योति महाजन प्रमुख हैं। ग्लोबल बिहार के फाइनल का आयोजन पटना के होटेल पाटलीपुत्रा एक्झॉटिका में रविवार 1 सितम्बर को होने जा रहा है। इस पूरे कार्यक्रम को चर्चित मॉडेल और ब्रांड नीतीश चंद्रा के द्वारा आयोजित किया जा रहा है। इस आयोजन को सफल बनाने के लिये हर क्षेत्र के लोगों को नीतीश चंद्रा ने जोड़ने की कोशिश की है।

News दो शिफ्ट में संचालित होंगे बिहार बोर्ड के विद्यालय

बिहार विद्यालय परीक्षा समिति के अंतर्गत जितने सेकेण्ड्री और हायर सेकेण्ड्री स्कूल आते हैं, उन स्कूलों को दो शिफ्ट में संचालित कराये जाने का प्रस्ताव है। इसके लिए सभी स्कूलों में आधारभूत संरचना में व्यापक बदलाव किया जाएगा।

बिहार बोर्ड ने दसवीं और इंटर की पढ़ाई को अलग-अलग प्रस्ताव तैयार किया है और उस प्रस्ताव को मानव संसाधन विकास विभाग को मंजूरी के लिए भेजा जाएगा। संभवत: वर्ष 2012 से स्कूल दो शिफ्ट में चालू हो सकता है।

100 वोकेशनल कोर्स भी होंगे लागू

यदि बिहार बोर्ड की प्रस्तावित योजना के तहत सब कुछ अनुकूल हुआ और मानव संसाधन विकास विभाग ने हरी झंडी दे दी, तो हायर सेकेंडरी स्कूलों में 100 वोकेशनल कोर्स को भी लागू किया जाएगा। इसके पहले स्कूलों में वोकेशनल कोर्स के लिए हर जरूरी आधारभूत संरचना को दुरुस्त किया जाएगा। हालांकि इसके लिए देश-विदेश के विशेषज्ञों की मदद से प्रस्ताव को अंतिम रूप दिया जा रहा है। यहां बता दें कि वर्तमान में प्लस-टू यानी हायर सेकेंडरी स्कूलों में 25 वोकेशनल कोर्स लागू हैं, पर इस कोर्स के संचालन हेतु आवश्यक आधारभूत संरचना का घोर अभाव है।
