Will MY factor work for Lalu Prasad in Bihar?

After an emphatic win by the National Democratic Alliance (NDA) in the 2010 assembly election and more recently his conviction in fodder scam,Lalu Prasad was completely written off in Bihar politics. He got a new lease of life after NDA’s disintegration in the state and his alliance with the Congress, but the scope for his re-emergence was still considered limited.
During the initial two phases of polls in Bihar, the United Progressive Alliance (UPA) under Lalu Prasad in the state was expected to put up a good fight, but the advantage was given to Narendra Modi-led NDA. However, in the last two weeks, a section of the media has gone overboard to predict a sweep for UPA in Bihar due to the consolidation of Muslim-Yadav (MY) votes and also a higher voter turnout.
As far as the voter turnout is concerned, it is not just limited to Bihar. Rather, this election is experiencing a huge and unprecedented bump of about 10% votes across the nation. Moreover, a deeper analysis suggests it is not just minorities, but also the majority population that has given an equal, if not extra, push to high polling. This publication carried an exclusive piece on this subject in its 1 May edition.

Let us analyse the potential of the MY factor in influencing the outcome of the ongoing Lok Sabha polls in Bihar. Sixteen percent Muslims and 14% Yadavs together account for about 30% of Bihar’s electorate. If we look at the spread of MY across its 40 parliamentary constituencies, there are five PCs with more than 40% and eight PCs with 30-40% combined MY electorate. Thus, UPA has the potential to present a formidable challenge in these 13 PCs, but still can’t win all 13 because Rashtriya Janata Dal (RJD) has failed to win several of these seats in the recent past despite polarizing MY. It is true MY consolidation will make UPA appear formidable, but just MY is not enough to win many seats unless there is support from other sections of voters.

Bihar’s electoral history since 1990 suggests Lalu Prasad could win 1990, 1995 and 2000 Assembly elections because, besides MY support, he had a huge fan following among 23% most backwards classes (MBCs) and 10% non-Paswan SCs (Mahadalits) due to his social justice plank. But NDA with the combined strength of Bharatiya Janata Party’s (BJP) Sawarn, Nitish Kumar’s other backward class (OBC) and Ram Vilas Paswan’s votes presented a tough challenge to Lalu Prasad and won the most seats in undivided Bihar in 1998 Lok Sabha elections. But once Paswan and the Congress joined hands with the RJD in 2004, the balance of electoral power shifted to Lalu Prasad and the UPA swept Bihar in 2004. Once again when Paswan left the UPA, just MY could not save Lalu Prasad’s fortunes in both the assembly elections of 2005. Therefore, just 30% MY can’t give RJD the winning edge unless it manages at least 5-10% support from other social segments.

The results of the 2005 and 2010 Assembly and 2009 Lok Sabha elections suggest that the poor sections of Bihar electorate mainly comprising of MBCs and Mahadalits have completely deserted the RJD. There is no empirical evidence to suggest that these social segments have any reason to go back to Lalu Prasad at least in this election. This is the same electorate which inspired Nitish Kumar to part ways with the BJP; therefore, only Nitish Kumar, and not Lalu Prasad, has the potential to challenge BJP’s growth among OBC and Dalits in Bihar.

It will be worthwhile to discuss a few important social engineering initiatives of the BJP which are likely to dilute the MY impact. BJP is no longer considered as a party of upper castes in Bihar due to Modi’s projection as an OBC leader, which got a further boost due to the recent “neech jaati” controversy. An unprecedented number of tickets given to OBCs is also expected to give further impetus to BJP’s effort in wooing OBCs. Inclusion of Upendra Kushwaha and Ram Vilas Paswan into NDA has not only added an additional 5% Kushwaha and 5% Paswan votes in its kitty, but has also helped BJP shed its upper caste image. Today, NDA in Bihar is poised to secure about 40% votes with near 100% consolidation of 15% Sawarn, 7% Baniya, 5% Kushwaha, 5% Paswan and more than 50% support of non-Yadav OBC, MBC and Mahadalits.

Nitish Kumar’s Janata Dal (United) is likely to get completely marginalized due to the erosion of its core constituency (MBC, Mahadalit and Kurmies) and consolidation of Muslims with RJD. On the other hand, despite MY consolidation, UPA does not look like getting more than 32-33% votes. Those who are presuming polarization of Yadavs with the UPA should also be mindful of the fact that a section of young aspiring Yadavs who want development and employment may get attracted to BJP. Such a trend is more likely in communally sensitive areas where counter-polarization of majority voters has been reported.
Therefore, it would not be inappropriate to conclude that MY consolidation is expected to resurrect Lalu Prasad in Bihar politics as the main challenger of a resurgent BJP, but UPA may still not be able to contain Narendra Modi’s march in Bihar beyond a point.

Man shoots at wife in Bihar over voting

A man shot and injured his wife Wednesday for not voting for his favourite candidate in Bihar's Ujiarpur constituency, police said.

Vinod Paswan, a resident of Mohiuddinnagar village in Samastipur district, was angry over the issue and shot and seriously injured his wife, they said.

"The woman was admitted to a hospital for treatment. But doctors referred to the Patna Medical College and Hospital as her condition deteriorated," a police officer said in Samastipur.

Police said they have registered a case against Paswan, who is absconding.

Ujiarpur is among seven Lok Sabha seats in Bihar that went to the polls Wednesday.

बिहार में लालू हांक रहे डंडा! नीतीश क्या खोएंगे, मोदी क्या पाएंगे?

बिहार से आ रही ख़बरें राष्ट्रीय जनता दल (आरजेडी) प्रमुख लालू प्रसाद यादव के लिए उत्साहवर्धक, तो नरेंद्र मोदी के लिए चिंताजनक हैं।
यहां चार दौर की वोटिंग में 27 संसदीय सीटों के लिए वोट डाले जा चुके हैं। 30 अप्रैल को जिन सात सीटों के लिए वोट डाले गए, उनमें दरभंगा और मधुबनी भी शामिल हैं। यहां मुस्लिम वोटरों का एकमुश्त वोट उम्मीदवार की हार या जीत तय करता है। ऐसी करीब छह सीटें हैं, जहां इसी तरह की स्थिति है। किशनगंज, भागलपुर, कटिहार और पूर्णिया में वोटिंग 24 अप्रैल को ही हो चुकी है। 7 और 12 मई को बाक़ी बची 13 सीटों के लिए मतदान होगा।
मधुबनी में आरजेडी प्रत्याशी अब्दुल बारी सिद्दीकी की जीत तय मानी जा रही है। हालांकि यहां बीजेपी के उम्मीदवार हुकुमदेव नारायण यादव हैं, जिनके बूते बीजेपी कुछ यादव वोट हासिल करने में भी क़ामयाब रही है। लेकिन बीजेपी के लिए चिंता की बात यह है कि यहां ब्राह्मण वोट के बंटने की बात सामने आ रही है। ब्राह्मण परंपरागत तौर पर कांग्रेस पार्टी को वोट करते आ रहे थे, इस बार आरजेडी की तरफ चले गए हैं।
आरजेडी-कांग्रेस गठबंधन की वजह से यहां से कांग्रेस ने अपने उम्मीदवार शकील अहमद को मैदान में नहीं उतारा। इसका नतीजा यह हुआ है कि पूरा मुसलमान वोट आरजेडी को गया है। पिछली बार सिद्दीकी 1.62 लाख वोट पाकर हुकुमदेव नारायण यादव से सिर्फ नौ हज़ार वोट से हार गए थे। ग़ौरतलब है कि तब शकील अहमद को एक लाख 10 हज़ार वोट मिले थे।
दरभंगा से आरजेडी के एमएए फातमी भी बीजेपी के कीर्ति आज़ाद पर भारी नज़र आ रहे हैं। कुल मिलाकर लालू का मुस्लिम-यादव समीकरण काम करता नज़र आ रहा है।
बिहार की यात्रा के दौरान जो मोटी बात समझ में आई, वह यह कि यहां दो तरह का एंटी इनकंम्बेंसी फैक्टर काम कर रहा है। एक महंगाई आदि वजहों से केंद्र सरकार के ख़िलाफ है और दूसरा नीतीश सरकार के नौ साल हो चुके हैं, ऐसे में राज्य सरकार के खिलाफ़ भी एंटी इनकम्बेंसी है।
सड़कों का अच्छा होना और बिजली की हालत में सुधार, जहां नीतीश के पक्ष में जाता है, वहीं उद्योग धंधे, रोज़गार के अवसर का न बढ़ना लोगों को अभी भी सता रहा है। शिक्षा व्यवस्था अभी भी पूरी तरह के पटरी पर नहीं है और बेहतर पढ़ाई के लिए छात्रों का बिहार से बाहर का रुख करना बदस्तूर जारी है। पंचायत स्तर तक फैले भ्रष्टाचार से भी नीतीश के खिलाफ रोष है। जेडीयू के निवर्तमान सांसदों के ख़िलाफ़ यह रोष अपना रोल निभा रहा है। बीजेपी के निवर्तमान सांसदों के ख़िलाफ़ भी यही बात लागू होती है।
हुकुमदेव नारायण यादव को लेकर वोटर कहते हैं कि पांच साल में एक बार भी देहरी पर झांकने नहीं आए, काम की बात तो दूर। हालांकि बीजेपी सारा दोष जेडीयू के माथे पर डालकर निकलना चाह रही है, लेकिन वह यह भूल जाती है कि पिछले साल तक गठबंधन सरकार में शामिल थी।
लेकिन यह अकेला एंटी इनकंम्बेंसी फैक्टर नहीं, जिसकी वजह से नीतीश पिछड़ रहे हों और कांग्रेस आरजेडी-कांग्रेस गठबंधन अच्छा करने जा रही हो। यह बिहार की जातिवादी राजनीति का तकाज़ा है, जो लालू को एक बार ऊपर उठा रहा है। जेडीयू-बीजेपी गठबंधन टूटने से वह विनिंग फॉर्मूला ख़त्म हो गया, जो नीतीश के लिए रामबाण साबित हो रहा था। बीजेपी में मोदी के चढ़ने के साथ ही मुसलमान वोटों का ध्रुवीकरण बिहार में सबसे ज़्यादा रंग दिखा रहा है।
मौक़ा पाते ही लालू ने इस बार के चुनाव को यादवों की मर्यादा से जोड़ दिया। वह यादवों में यह भाव भरने में क़ामयाब रहे हैं कि नीतीश के राज में यादवों की प्रतिष्ठा को आघात पहुंचा है। दूसरी तरफ मुसलमानों को वह यह संदेश देने में क़ामयाब रहे हैं कि बीजेपी-मोदी के ख़िलाफ सिर्फ वही मज़बूती से लड़ सकते हैं। यही वजह है कि स्कूली बच्चों के लिए नीतीश की साइकिल योजना जैसी नीतियों को सराहने वाले मुसलमान भी इस बार जेडीयू से दूर जा चुके हैं। कुल मिलाकर लालू के M-Y समीकरण परवान चढ़ रहा है। ऐसे में वह मौजूदा चार से बढ़कर 14-15 या उससे भी कुछ ज़्यादा सीटें हासिल कर लें, तो अचंभा नहीं होना चाहिए।
यह क़ामयाबी और बड़ी हो सकती थी, लेकिन कई सीटों पर जेडीयू के उम्मीदवार वोट कटुआ के रूप में आरजेडी का रास्ते में मुश्किल पैदा कर रहे हैं। उदाहरण के लिए भागलपुर की सीट को लें, जहां आरजेडी के बुलो मंडल की जीत की गुंजाइश बहुत अधिक है, लेकिन जेडीयू ने यहां अबू कैसर को मैदान में उतारकर मुसलमान वोट में सेंध लगाने की कोशिश की है, जिसका फ़ायदा बीजेपी के शाहनवाज़ हुसैन को मिल सकता है।
जहां तक मोदी की लहर की बात है, तो केंद्र और राज्य सरकार के ख़िलाफ़ एंटी इनकंम्बेंसी के बीच जब लोग विकल्प की तरफ देखते हैं, तो उन्हें सिर्फ मोदी का चेहरा नज़र आता है। बदलाव के नाम पर लोग मोदी की तरफ ही निहार रहे हैं। इसमें भी कोई शक नहीं कि मुसलमान वोटों के ध्रुवीकरण की प्रतिक्रिया में हिंदू वोट में भी ध्रुवीकरण हुआ है, जो बीजेपी के लिए फ़ायदेमंद है।
रामविलास पासवान के एलजेपी से गठबंधन का फ़ायदा भी बीजेपी को हो रहा है। कुल मिलाकर बीजेपी के सीटों की तादाद 18-20 के आसपास रह सकती है। यह पिछली बार के 12 के मुकाबले कहीं अधिक होगी। लेकिन वैसा तो नहीं ही होगा जैसा कि मोदी लहर या मोदी की हवा के तौर पर कहा और दावा किया जा रहा था। बीजेपी यह बढ़ोतरी भी जेडीयू की क़ीमत पर करेगी, जिसकी सीटों की तादाद 20 से सिमट कर 4-5 पर आ सकती है। तो मान लीजिए की बिहार में नीतीश के उम्मीदों के गुब्बारे की हवा निकलने वाली है। वहीं मोदी की हवा भी ज़मीनी हक़ीकत से ऊपर बह रही है।

मधुबनी: कमल और लालटेन के पीछे छूटा तीर

बिहार के महत्वपूर्ण लोकसभा क्षेत्र मधुबनी में राजनीतिक गुटबंदियों के बाद भाजपा के मुकाबले राजद का प्रत्याशी मैदान में है। कांग्रेस ने पहली बार इस क्षेत्र से अपना उम्मीदवार खड़ा नहीं किया है और वह इस बार राजद को समर्थन दे रही है। जहां एक ओर क्षेत्र में जाति और धर्म के समीकरण अपनी जगह कायम हैं वहीं प्रत्याशी अपनी पिछली साख और भविष्य के लिए किए जा रहे वादों पर उम्मीद बांधे हैं।

बिहार की मधुबनी सीट पर इस बार मुकाबला रोचक है। यहां से तीन बार सांसद रहे भाजपा के हुक्मदेव नारायण यादव को मोदी की लहर दिख रही है, वहीं आरजेडी के अब्दुल बारी सिद्दीकी को हाथ के साथ का यकीन है। वे पिछली चुनाव की शिकस्त का बदला लेने को एड़ी चोटी का जोर लगाए हुए हैं। तीसरे कोण पर खड़े जदयू प्रत्याशी गुलाम गौस के पास मुख्यमंत्री नीतीश कुमार के विकास पुरुष की छवि और सीपीआई के समर्थन की थाती है। इस सीट पर कांग्रेस और वामपंथ का प्रभाव रहा है, लेकिन गठबंधन की वजह से इस बार न तो कांग्रेस का उम्मीदवार मैदान में है और न ही लेफ्ट का।
बिहार में मधुबनी की अपनी खास सांस्कृतिक पहचान है। यहां की पेंटिंग की देश ही नहीं विदेश में भी शोहरत है, लेकिन वर्तमान में मधुबनी की चर्चा है तो दिग्गजों की लड़ाई की वजह से। बीजेपी के हुक्मदेव नारायण यादव ने संसदीय राजनीति के अपने लंबे अनुभव को इस जंग में झोंक दिया है तो वहीं राजद के अब्दुल बारी सिद्दीकी ने भी अपनी मात को जीत में बदलने के लिये कोई कोर-कसर नहीं छोड़ रखी है। हालांकि मितभाषी गुलाम गौस अपने सद्व्यवहार और मुख्यमंत्री नीतीश कुमार कीविकास पुरुष वाली छवि से लड़ाई को तिकोना और धारदार बनाने में जुटे हुए हैं। यहां आम आदमी पार्टी और माले प्रत्याशियों समेत कुल ग्यारह सियासतदां लोकतंत्र के इस महापर्व में शिरकत कर रहे हैं।

वैसे मधुबनी सीट कांग्रेस का गढ़ रही है। वामपंथियों का भी इस पर कम सियासी दखल नहीं रहा है। कांग्रेस ने छह बार अपनी जीत दर्ज की है तो सीपीआई और सोशलिस्ट पार्टी ने भी छह बार इस क्षेत्र पर परचम लहराया है, लेकिन खास बात यह है कि इस बार दोनों के अपने प्रत्याशी नहीं हैं। दोनों ने यह सीट गठबंधन को सौंप दी है। कांग्रेस ने राजद को समर्थन दिया है तो सीपीआई ने जदयू को।

2009 के चुनाव में बीजेपी, कांग्रेस और राजद तीनों ने यहां से अपने उम्मीदवार उतारे थे। बीजेपी के हुक्मदेव नारायण यादव और राजद के अब्दुल बारी सिद्दीकी के बीच कांटे की टक्कर हुई थी। मात्र 10 हजार मतों के अंतर ने सिद्दीकी को संसद पहुंचने से रोक दिया था। कांग्रेस के डॉ. शकील अहमद एक लाख से अधिक मत पाकर तीसरे नंबर पर थे। इस बार बीजेपी और राजद दोनों अपनी जीत को लेकर आश्वस्त हैं। हुक्मदेव को नरेंद्र मोदी की लहर दिखाई दे रही है। लहर के उत्साह से लबरेज हुक्मदेव सुबह नौ बजे के करीब अपने घर से प्रचार में निकल जाते हैं।

सबसे मिलते-जुलते देर शाम घर लौटते हैं। उन्हें पूरा भरोसा है कि इस बार मोदी की लहर असर दिखाएगी। इस लोकसभा की चार विधानसभा सीटों-मधुबनी, बेनीपट्टी, जाले और केवटी पर भाजपा का कब्जा भी हुक्मदेव को मजबूती दे रहा है। केवटी सीट से हुक्मदेव के भाजपा विधायक पुत्र अशोक यादव भी पिता की जीत को लेकर पूरी तरह आश्वस्त हैं।

दूसरी ओर राजद के सिद्दीकी बीजेपी प्रत्याशी पर अपनी बढ़त को लेकर भरोसेमंद हैं। बगल के दरभंगा जिले के निवासी और अलीनगर से राजद विधायक सिद्दीकी को पक्का भरोसा है कि पार्टी का मजबूत आधार तो है ही, कांग्रेस के साथ का लाभ भी उन्हें हर हाल में मिलेगा। पिछले चुनाव में कांग्रेस के डॉ. शकील को मिले एक लाख ग्यारह हजार मत उनकी झोली में आएंगे। चुनाव की कमान संभाले बिस्फी के राजद विधायक डॉ. फैयाज अहमद भी इसी विश्वास के साथ क्षेत्र में कुलांचे भर रहे हैं। हालांकि यह आकलन कितना सही होगा, बताना कठिन है। चूंकि कांग्रेस ने राजद के साथ तालमेल कर सीट छोड़ दी, इस फैसले से क्षेत्र के कांग्रेसी बेहद नाराज हैं। आजादी के समय से ही इस क्षेत्र पर सीपीआई का अच्छा-खासा प्रभाव रहा है। चार बार सीट हथियाने वाली सीपीआई ने इस बार गठबंधन धर्म निभाते हुए जदयू प्रत्याशी गुलाम गौस को समर्थन दिया है। सौम्य स्वभाव वाले गौस के पास मुख्यमंत्री नीतीश कुमार का विकास और सीपीआई का समर्थन थाती के रूप में है। पिछले चुनाव में सीपीआई के टिकट पर खड़े डॉ. हेमचंद्र झा को 54 हजार से अधिक मत मिले थे। जदयू प्रत्याशी के पक्ष में यह दावा किया जा रहा है कि इसका बड़ा हिस्सा उन्हें मिल जाएगा। लड़ाई को तिकोना बनाने में मुस्लिम मतों का रुख अहम होगा।

मधुबनी के बारे में कुछ तथ्य
मधुबनी लोकसभा सीट की वर्तमान सीमा वर्ष 1976 में तय हुई थी। इससे पहले मधुबनी में लोकसभा का पूर्वी भाग भी शामिल था। हालांकि वर्ष 1976 के बाद पूर्वी हिस्से को अलग करके नया क्षेत्र झांझरपुर बना दिया गया था जबकि पश्चिम भाग को जयनगर लोकसभा क्षेत्र में शामिल कर लिया गया था। उस समय जयनगर जिले की भौगोलिक सीमा को मधुबनी नाम दिया गया। इस लोकसभा संसदीय क्षेत्र में छह विधानसभाएं आती हैं, जिनमें से कोई आरक्षित नहीं है। वर्ष 2011 में हुए जनगणना के मुताबिक मधुबनी जिले की जनसंख्या 44,76,044 थी। जिले की अर्थव्यवस्था कृषि के अलावा निर्यात पर भी टिकी हुई है।

मधुबनी लोकसभा क्षेत्र
- इस लोकसभा क्षेत्र में कुल 16,26,927 मतदाता हैं।
- इस क्षेत्र में ब्राह्मण, मुस्लिम और यादव आबादी अधिक है। किसी प्रत्याशी की जीत-हार में इनकी भूमिका अव्वल रहती है।
- यह क्षेत्र कांग्रेस और वामपंथ का गढ़ रहा है। अब तक कांग्रेस ने छह और सीपीआई व सोशलिस्ट पार्टी ने भी छह बार इस सीट पर कब्जा जमाया है।
- पहली बार है जब कांग्रेस ने अपना उम्मीदवार मैदान में नहीं उतारा है। सीपीआई ने भी गठबंधन के कारण जदयू के समर्थन में प्रत्याशी नहीं दिया है।

Bihar registers 54.04% voter turnout

Bihar saw about 54.04% voter turnout on Thursday in its seven Lok Sabha constituencies where polling is on. Patna Sahib recorded the lowest turnout at 41% while Jahanabad recorded the highest at 50%.

Elections held for Munger, Nalanda, Patna Sahib, atliputra, Arrah, Buxar and Jehanabad seats registered 54.04 at the end of polling at 6:00 pm, EC sources said.

It was 39.33 per cent in the seats in 2009.

All the seven seats recorded above 50% voting with Buxar topping the list at 57 %, while Patna Sahib and Patliputra registered 52 % the sources said.

There were no reports of violence, but voters boycotted polls at booths 149, 170 and 232 of Islampur in Nalanda constituency in protest against power and water issues.

There were complaints that JD (U) MLA Anand Singh was intimidating voters, and he was confined inside a house at Barh in Munger Lok Sabha constituency on EC orders.

The heavyweights in this phase of voting include BJP's Shatrughan Sinha from Patna Sahib, BJP's Ram Kripal Yadav from Pataliputra, and RJD's Misa Bharti, daughter of party chief Lalu Prasad, from Pataliputra.

Chief minister Nitish Kumar cast his vote at a booth in Bakhtiarpur of Patna Sahib, while Lalu Prasad, his wife Rabri Devi and daughter Misa cast their votes in Pataliputra constituency.

The BJP's sitting MP from Patna Sahib, Shatrughan Sinha, who is seeking re-election, cast his vote at a booth near his paternal home in Kadamkuan locality of Patna.

"There's unprecedented support for our 'dabangg' action hero Narendra Modi in Bihar," he said.

Security arrangements are tight as many seats fall in the Maoist belt. Chief secretary AK Sinha told reporters that a total of 42,600 security personnel would be deployed for smooth polling.

The first phase of polling in the state was held across six constituencies on April 10. Of the 40 seats in Bihar, the remaining 27 will go to polls in the last four phases.

For the second round of polling Bihar, the BJP has fielded four candidates – RK Singh (Arrah), Ashwini Choubey (Buxar), Shatrughan Sinha (Patna Sahib) and Ram Kripal Yadav (Pataliputra), who joined the saffron brigade after being denied a ticket by Lalu's RJD.

The BJP's allies Lok Janshakti Party (LJP) and Rashtriya Loktantrik Samata Party are contesting from Munger, Nalanda and Jehanabad seats. The BJP is believed to have the support of the upper castes, Vaishyas, Koeris and section of the extremely backward castes.

Meanwhile, the ruling JD (U) has high stakes in Nalanda and Munger. Nalanda is the home turf of chief minister Nitish Kumar, and has a strong presence of Kurmis.

The constituency promises a close fight among Nitish Kumar's hand-picked nominee Kaushalendra Kumar, the LJP's Satyanand Sharma and the RJD-backed Congress nominee and former Bihar police chief Ashish Ranjan Sinha.

In Munger, Nitish Kumar's friend and sitting MP Rajiv Ranjan Singh is seeking re-election. He faced a strong challenge from LJP nominee Veena Devi, wife of party strongman Surajbhan Singh.

The polling trend in Nalanda and Munger, where the upper-caste Bhumihars call the shots, will indicate whether people have endorsed Nitish Kumar's development agenda or accepted BJP prime ministerial candidate Narendra Modi's development model.

It would also show whether Muslims, whom Nitish Kumar assiduously tried to woo after parting ways with the BJP-led National Democratic Alliance (NDA), would support him.

"We are set to defeat Nitish Kumar in his home constituency Nalanda," said Sushil Kumar Modi, BJP leader and former deputy chief minister. He and his wife cast their votes at St Joseph's school booth at Rajendra Nagar in Patna Sahib.

"The polling trend in the first phase gave a clear indication that people have gone beyond caste divides and voted for the BJP," he said.
"The NDA will take all 40 in Bihar, thank you."

BJP leader Ravi Shankar Prasad in Patna added, "Be prepared for miraculous results in Bihar."

For the RJD, the second phase of polls is crucial because Lalu's daughter Misa is fighting from the Pataliputra seat against party rebel Ram Kripal Yadav. Lalu is banking on his traditional stronghold of Muslim-Yadav votes.

The party is also expecting favourable results in Buxar, where its Rajput leader Jagadanand Singh is seeking re-election, and in Jehanabad, where local strongman Surendra Prasad Yadav is in the fray.

Election 2014:Richest candidate in Bihar with asset worth Rs 850 crore

Anil Kumar Sharma, a Real Esate baron and the Chairman cum Managing Director (CMD) of the Amrapali Group of Companies is the richest candidate in Bihar this Lok Sabha election 2014. 
Sharma, who is contesting the general election with JD(U) ticket, has filed his nomination and declared his asset worth Rs 850 crore. He is contesting from Jehanabad which goes to poll in the second phase on April 17. 
50-year-old Sharma has most of his wealth in the form of movable assets pegged at Rs 815 crore. He has Rs 2.15 crore cash in hand and jewellery worth Rs 3.1 crore. He also owns a Ford Endeavour bought in 2004. Sharma is contesting from Jehanabad which goes to poll on April 17. 
Most of the investments made by Sharma, who resides in Delhi and is listed there as a voter, are in his own group of companies. He has residences in New Delhi, Greater Noida (UP), Goa and Patna. He has shown his total annual income as Rs 10.36 crore in the Income Tax Returns filed for 2012-13. His wife Pallavi Mishra has assets worth Rs 1.75 crore. This includes 1.2 kg of gold and silver jewellery worth Rs. 51 lakh. 

In his maiden electoral foray, the builder is pitted against Arun Kumar of Rashtriya Lok Samata Party (RLSP) and Surendra Yadav of Rashtriya Janata Dal (RJD), who have assets worth Rs 4 crore and Rs 5 crore respectively.

Madhubani General Elections 2014 Important Dates

The Lok Sabha constituency of Madhubani is one of the 40 Parliamentary seats which belong to the eastern Indian state of Bihar. The Madhubani Lok Sabha Constituency (constituency number 6) consists of 1,397,256 number of electorates in totality, of these 755,812 are males and 641,444 are females as the Election commission of India 2009 data suggests. It is situated in the district of Madhubani, known for its particular art and painting form, which was developed in this region during the 17th century. The present-day boundary of the constituency was formed after the reorganisation of states in 1976. Before it, Madhubani included the eastern segment of the Lok Sabha constituency. However, after 1976, the eastern segment was carved out to make a new constituency of Jhanjharpur, while the western segment of the constituency was merged with the erstwhile Jainagar Lok Sabha seat. This geographic boundary of the Jainagar district was then renamed as Madhubani. Six Assembly segments comprise this Parliamentary constituency of Madhubani, none of which is reserved for the marginalised sections of society. A total of 4,476,044 people reside in the Madhubani district, according to the 2011 Census of India. The economy of the district, besides agriculture, also depends on the export of merchandise and other products bearing the famous Madhubani motif, which is renowned across the world. However, this district is funded under the government’s special scheme of Backward Regions Grant Fund Programme, as it is economically underdeveloped.
